Recentment, el director de l\u2019\u00e0rea d\u2019Educaci\u00f3n de Funcas, <strong>Ismael Sanz<\/strong>, va publicar que les mancances en lectura i matem\u00e0tiques detectades als 10 anys es mantenen fins als 15, tal com confirmen els resultats de PISA. Aquest estancament \u00e9s un obstacle per a la formaci\u00f3 posterior dels alumnes tot i que avui dia s\u2019atorguen m\u00e9s <strong>t\u00edtols d\u2019ESO sense una millora real del domini ling\u00fc\u00edstic<\/strong> per culpa d\u2019una clara rebaixa de l\u2019exig\u00e8ncia en el domini de les lleng\u00fces. A aquest problema s\u2019hi afegeix l\u2019\u00fas dels idiomes nacionals i auton\u00f2mics com a arma pol\u00edtica.<\/p>\n<p>Fa anys que el <strong>sistema educatiu catal\u00e0<\/strong> es troba atrapat en un conflicte entre el poder judicial i la Generalitat pel que fa a l\u2019estatus legal de la llengua a les aules. Aquest atzucac, que sovint sembla requerir un manual d\u2019instruccions per ser desxifrat, ha generat una producci\u00f3 constant de sent\u00e8ncies, decrets i recursos que, a la pr\u00e0ctica, no han servit per frenar el retroc\u00e9s de l&#8217;\u00fas social del catal\u00e0.<\/p>\n<p>Tot i que la percepci\u00f3 general situa l&#8217;inici del conflicte en la famosa sent\u00e8ncia del 25%, la disputa es remunta a la sent\u00e8ncia del <strong>Tribunal Constitucional (TC) sobre l\u2019Estatut de l\u2019any 2010.<\/strong> En aquell moment, el TC va considerar leg\u00edtim que el catal\u00e0 fos el &#8220;centre de gravetat&#8221; del model educatiu per garantir la normalitzaci\u00f3 ling\u00fc\u00edstica, sempre que no s&#8217;exclogu\u00e9s el castell\u00e0. Tanmateix, les dades d&#8217;\u00fas social han seguit una tend\u00e8ncia preocupant: si l&#8217;any 2003 el 50% dels catalans feia servir el catal\u00e0 de manera preferent, dues d\u00e8cades despr\u00e9s aquesta xifra ha caigut fins al 32%, mentre que el castell\u00e0 ha pujat fins al 48%. A aix\u00f2 s\u2019hi afegia que diversos pares van comen\u00e7ar a reclamar judicialment m\u00e9s hores de castell\u00e0 argumentant que el model vigent discriminava aquesta llengua. Aix\u00f2 va culminar en les sent\u00e8ncies del 2012 del Tribunal Superior de Just\u00edcia de Catalunya (TSJC) i del Tribunal Suprem, que van imposar una <strong>major pres\u00e8ncia del castell\u00e0 al curr\u00edculum<\/strong>, tot i que sense concretar-ne els percentatges. Durant l&#8217;\u00e8poca d&#8217;<strong>Artur Mas<\/strong>, la Generalitat va iniciar un &#8220;joc del gat i la rata&#8221; per intentar protegir el catal\u00e0 sense inc\u00f3rrer en un incompliment legal obert, arribant a suggerir que les hores de castell\u00e0 es podrien imputar a treballs fets durant les vacances.<\/p>\n<p>L&#8217;enfrontament es va agreujar el 16 de desembre del 2020, quan el TSJC va dictar la sent\u00e8ncia que obligava a impartir un <strong>m\u00ednim del 25% de les classes en castell\u00e0<\/strong> a tot el sistema educatiu. Com a resposta, la Generalitat va canviar d\u2019estrat\u00e8gia i va aprovar el Decret-llei 6\/2022 i la Llei 8\/2022. Aquest nou marc legal, aprofitant els canvis en la llei estatal (LOMLOE), eliminava els percentatges fixos i obligava cada centre a dissenyar el seu propi pla ling\u00fc\u00edstic segons la seva realitat socioling\u00fc\u00edstica. El Tribunal Constitucional va avalar la constitucionalitat d&#8217;aquestes normes el setembre de 2024, tot i mantenir l&#8217;ambig\u00fcitat de demanar una &#8220;pres\u00e8ncia decent&#8221; del castell\u00e0, per\u00f2 aquest periple legal no s\u2019ha aturat. De fet, i actualment, la just\u00edcia actua centre a centre si hi ha demandes individuals de fam\u00edlies. En aquests casos, el TSJC sol mantenir el criteri de demanar una assignatura troncal, com matem\u00e0tiques o ci\u00e8ncies, en castell\u00e0. A m\u00e9s, en una sent\u00e8ncia del 8 de setembre de 2025, el TSJC va anul\u00b7lar el reglament que desplegava la llei catalana del 2022 per considerar que encara marginava el castell\u00e0. El passat 30 de mar\u00e7, el tribunal va instar a l&#8217;execuci\u00f3 provisional d&#8217;aquesta anul\u00b7laci\u00f3, una mesura que, si b\u00e9 no canvia la situaci\u00f3 general de tots els centres de forma immediata, facilita noves impugnacions individuals dels projectes ling\u00fc\u00edstics.<\/p>\n<p>Tanmateix, mentre les institucions s&#8217;intercanvien paperassa, la realitat a les aules \u00e9s ben diferent. Com assenyalava la fil\u00f2loga <strong>Carme Junyent<\/strong>, es produeix la paradoxa que el catal\u00e0 tenia m\u00e9s vitalitat durant el franquisme, malgrat la persecuci\u00f3 legal, que no pas ara amb institucions pr\u00f2pies. El conflicte s&#8217;ha redu\u00eft a una q\u00fcesti\u00f3 simb\u00f2lica o sem\u00e0ntica sobre si el catal\u00e0 \u00e9s llengua &#8220;vehicular&#8221; o &#8220;preferent&#8221;, per\u00f2 les paraules a la llei no s&#8217;acompanyen de mesures efectives.<\/p>\n<p>La p\u00e8rdua de valor i esfor\u00e7 en l&#8217;aprenentatge \u00e9s un dels problemes de fons m\u00e9s greus. Avui dia es regala el t\u00edtol de C1 de catal\u00e0 en acabar l&#8217;ESO, sovint sense que l&#8217;alumne tingui una compet\u00e8ncia real ni cap incentiu per esfor\u00e7ar-se. A m\u00e9s, molts docents es troben desatesos: quan el nivell de catal\u00e0 de l&#8217;alumnat \u00e9s baix i la mat\u00e8ria \u00e9s complexa, el professor acaba canviant de llengua per poder avan\u00e7ar el temari, sense rebre cap suport institucional real. La des\u00eddia administrativa arriba fins al punt que en molts cicles de Formaci\u00f3 Professional ni tan sols existeixen llibres de text en catal\u00e0.<\/p>\n<p>En definitiva, la defensa del catal\u00e0 a l&#8217;escola s&#8217;ha convertit en una <strong>cr\u00f2nica d&#8217;una par\u00e0lisi<\/strong>. Guanyar batalles judicials al Constitucional serveix de poc si es perd la batalla real al pati o als passadissos dels instituts. Cap sent\u00e8ncia salvar\u00e0 la llengua si es continua rebaixant l&#8217;exig\u00e8ncia.
