Malgrat l\u2019exist\u00e8ncia formal de criteris de dotaci\u00f3, el sistema no garanteix una correspond\u00e8ncia real entre les necessitats educatives dels centres i els recursos humans assignats.<\/p>\n<p>En molts casos, centres amb alta complexitat educativa derivada del context socioecon\u00f2mic, de la diversitat cultural i ling\u00fc\u00edstica o de l\u2019elevada pres\u00e8ncia d\u2019alumnat amb necessitats espec\u00edfiques de suport educatiu disposen de plantilles insuficients o poc ajustades. Aquesta situaci\u00f3 genera sobrec\u00e0rrega docent, dificultats per desplegar els projectes educatius, inestabilitat dels equips i una creixent sensaci\u00f3 de greuge comparatiu entre centres i territoris.<\/p>\n<p>A m\u00e9s, la gesti\u00f3 de les plantilles s\u2019ha anat despla\u00e7ant progressivament cap als centres, que sovint es veuen obligats a encaixar equips professionals dins d\u2019una dotaci\u00f3 limitada i poc flexible. Aquest despla\u00e7ament de responsabilitats, sense els recursos ni els instruments adequats, ha incrementat el desgast del professorat i del personal directiu, i ha convertit la gesti\u00f3 de plantilles en una font recurrent de conflicte intern.<\/p>\n<p>Un altre factor de problem\u00e0tica greu \u00e9s la definici\u00f3 ambigua dels perfils docents i la manca de participaci\u00f3 efectiva del claustre i dels \u00f2rgans col\u00b7legiats. Els perfils no sempre responen a necessitats pedag\u00f2giques objectives, la seva creaci\u00f3 pot derivar en un \u00fas arbitrari en la provisi\u00f3 de llocs i, en alguns casos, ha limitat la mobilitat del professorat. Al mateix temps, la participaci\u00f3 dels equips docents en la presa de decisions sobre plantilles \u00e9s sovint formal, sense capacitat real d\u2019influ\u00e8ncia, cosa que debilita el lideratge compartit i genera frustraci\u00f3 i desmotivaci\u00f3.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>C\u00e0lcul de la plantilla docent i sistema de provisi\u00f3\u00a0<\/strong><\/p>\n<p>Un dels principals d\u00e8ficits del Decret 39\/2014 \u00e9s la manca de diferenciaci\u00f3 clara entre el c\u00e0lcul de la plantilla docent i el sistema de provisi\u00f3 de llocs de treball. Actualment, aquests dos processos apareixen barrejats normativament, fet que dificulta la transpar\u00e8ncia, genera confusi\u00f3 i trasllada tensions estructurals al moment de la provisi\u00f3.<\/p>\n<p>El c\u00e0lcul de la plantilla hauria de ser un proc\u00e9s estrictament objectiu, basat en indicadors p\u00fablics, estables i verificables, que determinin quins recursos humans corresponen a cada centre en funci\u00f3 de les seves necessitats reals. Quan aquest c\u00e0lcul no \u00e9s clar ni expl\u00edcit, les mancances estructurals de recursos acaben manifestant-se en els processos de provisi\u00f3, que es perceben com a arbitraris o injustos.<\/p>\n<p>Un nou decret ha d\u2019establir inequ\u00edvocament que el c\u00e0lcul de la plantilla \u00e9s un pas previ, independent i no discrecional, mentre que la provisi\u00f3 \u00e9s el mecanisme d\u2019assignaci\u00f3 dels llocs dins d\u2019aquesta dotaci\u00f3. Aquesta separaci\u00f3 \u00e9s clau per garantir equitat territorial, seguretat jur\u00eddica i confian\u00e7a del professorat, i per evitar que els processos de selecci\u00f3 intentin compensar d\u00e8ficits estructurals del sistema.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Transpar\u00e8ncia i dades p\u00fabliques<\/strong><\/p>\n<p>La manca de transpar\u00e8ncia \u00e9s un altre dels problemes centrals del model actual. El decret vigent no obliga a publicar dades agregades sobre el c\u00e0lcul de plantilles ni sobre la provisi\u00f3 de llocs, ni tampoc a analitzar l\u2019impacte territorial o sectorial de les decisions adoptades. Sense informaci\u00f3 p\u00fablica, completa i sistem\u00e0tica, no \u00e9s possible una rendici\u00f3 de comptes real ni una avaluaci\u00f3 rigorosa del sistema.<\/p>\n<p>Aquesta opacitat dificulta la detecci\u00f3 de desigualtats, limita la capacitat de correcci\u00f3 de desequilibris i alimenta la percepci\u00f3 de discrecionalitat. Un sistema educatiu p\u00fablic necessita dades accessibles per garantir legitimitat institucional i confian\u00e7a social.<\/p>\n<p>El nou decret hauria d\u2019establir l\u2019obligaci\u00f3 de publicar peri\u00f2dicament informaci\u00f3 sobre criteris de c\u00e0lcul de plantilles, distribuci\u00f3 territorial de recursos, tipologia de llocs docents i pes dels criteris objectius i subjectius en la provisi\u00f3. Aquesta transpar\u00e8ncia ha de ser entesa com una eina de millora cont\u00ednua, no com un mecanisme de control punitiu.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Control, supervisi\u00f3 i governan\u00e7a\u00a0<\/strong><\/p>\n<p>El model actual presenta una clara feblesa en mat\u00e8ria de governan\u00e7a. No existeixen \u00f2rgans estables de seguiment, ni espais estructurats de di\u00e0leg social, ni mecanismes de mediaci\u00f3 sist\u00e8mica que permetin anticipar i resoldre conflictes de manera preventiva. Com a conseq\u00fc\u00e8ncia, molts desacords es cronifiquen als centres o es desplacen a l\u2019\u00e0mbit judicial o sindical.<\/p>\n<p>Un nou decret ha de refor\u00e7ar la governan\u00e7a compartida mitjan\u00e7ant la creaci\u00f3 d\u2019\u00f2rgans estables de supervisi\u00f3, amb participaci\u00f3 de l\u2019administraci\u00f3 educativa, la inspecci\u00f3, els equips directius, els agents socials i experts independents. Aquests \u00f2rgans haurien de vetllar per l\u2019aplicaci\u00f3 homog\u00e8nia del decret, analitzar incid\u00e8ncies, revisar criteris i formular propostes de millora.<\/p>\n<p>Alhora, cal establir mecanismes clars de control intern i extern sobre les decisions que incorporen valoraci\u00f3 qualitativa, garantint que aquestes siguin motivades, revisables i coherents amb els principis d\u2019igualtat, m\u00e8rit i capacitat. El control no ha de ser vist com una limitaci\u00f3 de l\u2019autonomia, sin\u00f3 com una garantia de qualitat i equitat.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Beneficis per al professorat, els centres i l\u2019alumnat<\/strong><\/p>\n<p>La reforma del decret de plantilles tindria beneficis clars i transversals. Per al professorat, suposaria m\u00e9s estabilitat, seguretat jur\u00eddica, transpar\u00e8ncia i reconeixement professional, reduint la sensaci\u00f3 d\u2019arbitrarietat i el desgast associat als processos actuals. Per als centres, permetria disposar de plantilles millor ajustades a la seva realitat, refor\u00e7ant la cohesi\u00f3 dels equips i la viabilitat dels projectes educatius.<\/p>\n<p>Per a l\u2019alumnat, un sistema de plantilles equitatiu i transparent es tradueix en una millor atenci\u00f3 educativa, especialment als centres amb major complexitat, i en una reducci\u00f3 de les desigualtats territorials. En darrer terme, la reforma refor\u00e7a la qualitat del sistema educatiu p\u00fablic i la confian\u00e7a de la societat en les institucions educatives.<\/p>\n<p>En conclusi\u00f3, la necessitat d\u2019un nou decret de plantilles docents no respon a una q\u00fcesti\u00f3 puntual, sin\u00f3 a una problem\u00e0tica estructural del sistema educatiu catal\u00e0.
