Vivim en una societat fortament burocratitzada i, per tant, el nostre sistema educatiu no pot ser ali\u00e8 a aquesta circumst\u00e0ncia adversa i favorable alhora. I \u00e9s que un cert <em>govern de ning\u00fa<\/em>, ho sabem per <strong>Max Weber<\/strong>, \u00e9s necessari per al naixement i la conservaci\u00f3 d&#8217;una democr\u00e0cia, perqu\u00e8 on no hi ha jerarquia meritocr\u00e0tica en una escala de c\u00e0rrecs burocr\u00e0tics, el que hi ha \u00e9s un govern <em>d&#8217;alg\u00fa en concret<\/em>, un pr\u00edncep fort, un dictador o un monarca absolut, o una oligarquia de privilegiats.<\/p>\n<p>Per\u00f2, qu\u00e8 passa quan hem de viure sota un <strong>r\u00e8gim burocr\u00e0tic<\/strong> on <em>no sembla manar ning\u00fa en concret de manera nom\u00e9s aparent<\/em>? Qui ens est\u00e0 governant per sobre del govern de ning\u00fa? Ho pregunto perqu\u00e8 darrerament, per raons que no v\u00e9nen al cas, he hagut d&#8217;assistir a reunions de car\u00e0cter administratiu o governamental, a la petita escala que permeten les nostres autonomies, que en el fons s\u00f3n les taifes dels nostres regnes remots, i on la responsabilitat civil i p\u00fablica sembla haver-se dilu\u00eft intensament. La part dolenta o nociva dels r\u00e8gims burocr\u00e0tics \u00e9s que <strong>no hi ha ning\u00fa a qui apel\u00b7lar quan les coses es torcen<\/strong> o falla estrepitosament el finan\u00e7ament dels serveis p\u00fablics.<\/p>\n<p>Ning\u00fa no n\u2019\u00e9s responsable, ning\u00fa no ha de dimitir. La culpa sempre \u00e9s de l\u2019altre, el de l\u2019oficina del davant, el del partit del davant. I aix\u00f2 mentre es comporten tots d&#8217;una manera id\u00e8ntica: capitalisme mafi\u00f3s, tribalisme identitari, desviament de fons p\u00fablics, nacionalisme banal, patriotisme gallinaci. En aquestes reunions sobre educaci\u00f3 a qu\u00e8 he d&#8217;assistir per motius laborals no em trobo al davant de tirans o d\u00e8spotes, el problema \u00e9s un altre. Tant de bo, en certa manera, fos aix\u00ed: sabr\u00edem contra qui lluitar, a qui reclamar conseq\u00fc\u00e8ncies i responsabilitats. All\u00f2 vertaderament inquietant \u00e9s que, llevat d\u2019alguna excepci\u00f3, el que m\u00e9s abunda \u00e9s un gestor notable o m\u00e9s o menys esfor\u00e7at que no t\u00e9 cap control sobre el que ha de regular o governar. L\u2019administraci\u00f3 sota la qual m\u2019ha tocat viure funciona com la Uni\u00f3 Sovi\u00e8tica tardana: dep\u00e8n d\u2019una secretaria o comissariat econ\u00f2mic que, senzillament, es nega a finan\u00e7ar res amb un m\u00ednim de solv\u00e8ncia.<\/p>\n<p>El s\u00fammum de la sorpresa va ser quan en una d&#8217;aquestes reunions institucionals, un alt c\u00e0rrec pol\u00edtic ens va confessar a nosaltres, una junta sindical, que no tenia oficina, instal\u00b7lacions, personal adequat o fins i tot una web operativa. Senzillament, en aquella pseudo-oficina es limitaven a posar pegats amb un pressupost de mis\u00e8ria. Sense finestreta d&#8217;atenci\u00f3 al p\u00fablic, sense eines t\u00e8cniques de cap mena, amb programaris dignes dels <em>Picapedra<\/em>, i tot aix\u00f2 enmig d&#8217;una fuita de talents provocada per sous poc atractius.<\/p>\n<p>De manera, doncs, que la barreja sembla explosiva: els usuaris es veuen atrapats obligat\u00f2riament en <strong>trens que no circulen, o fins i tot maten, a escoles que no ensenyen i ambulatoris que no curen<\/strong>, per\u00f2 la culpa no \u00e9s de ning\u00fa, i per tant no es pot apel\u00b7lar a ning\u00fa quan les coses es torcen. Per tant, la pregunta segueix dreta: Qui decreta aquest estat graduat de mis\u00e8ria? Per qu\u00e8 tota la ideologia oficial \u00e9s el Globalisme neoliberal? Com \u00e9s possible que l&#8217;\u00fanica alternativa amb perspectives de creixement popular a Occident sigui el feixisme?<\/p>\n<p>Per aix\u00f2 he cregut, des que vaig publicar <em>Devaluaci\u00f3n continua. Informe urgente sobre alumnos y profesores de secundaria<\/em> (2019), on ja vaig alertar sobre la relaci\u00f3 entre competencialisme i malestar <em>ultradretat<\/em>, que el problema educatiu al nostre pa\u00eds \u00e9s essencialment pol\u00edtic m\u00e9s que no pedag\u00f2gic o metodol\u00f2gic. Les <strong>reformes pedagogistes<\/strong> s\u00f3n, sobretot, una gran mentida p\u00fablica. \u00c9s la ra\u00f3 per la qual he apr\u00e8s a no ficar-me en baralles pedag\u00f2giques, discussions bizantines i bin\u00e0ries; la meva pregunta t\u00e9 molt m\u00e9s a veure amb la q\u00fcesti\u00f3 seg\u00fcent: \u201c<strong>Qui mana aqu\u00ed?\u201d,<\/strong> \u00e9s a dir: \u201cQui est\u00e0 manant que es deixi d&#8217;ensenyar i educar al nostre pa\u00eds?\u201d. Qui paga el sou dels gurus <em>emodeconstructius?<\/em> D&#8217;on provenen els dissenys competencials i per a qu\u00e8 serveixen? Perqu\u00e8 ja sabem que all\u00f2 que s&#8217;envia \u00e9s una cortina de fum, un ventall de mesures de distracci\u00f3 de la q\u00fcesti\u00f3 central: D&#8217;on procedeix la nostra sobirania educativa? D&#8217;Europa? De Madrid? De la nostra capital auton\u00f2mica, cada cop m\u00e9s provincial i provinciana? D&#8217;unes direccions delmades, esgotades i autodinamitades? Aquest no \u00e9s un tema menor, perqu\u00e8 ens servir\u00e0 d&#8217;escut contra la demag\u00f2gia i els solucionismes salv\u00edfics.<\/p>\n<p>Si els nostres consellers i subdirectors no tenen ni idea de per qu\u00e8 han d&#8217;elaborar decrets delirants, si des dels ministeris de tot signe es dissenyen pol\u00edtiques id\u00e8ntiques d&#8217;austeritat i col\u00b7locaci\u00f3, si els alts c\u00e0rrecs et confessen personalment que no creuen en all\u00f2 que estan defensant de cara a la galeria, si s&#8217;instal\u00b7la una ra\u00f3 econ\u00f2mica on hauria de regir una ra\u00f3 de naturalesa human\u00edstica, o com a m\u00ednim informativa, \u00e9s perqu\u00e8 no se senten responsables del que estan gestionant, i perqu\u00e8 experimenten la mateixa <strong>sensaci\u00f3 de precarietat angoixant que desertitza la vida del ciutad\u00e0<\/strong> degradat a la condici\u00f3 subalterna de l&#8217;usuari desposse\u00eft. Tampoc saben qui els sotmet, per\u00f2 les conseq\u00fc\u00e8ncies s\u00f3n fatals si no se sotmeten. No hi ha ning\u00fa a qui apel\u00b7lar, no hi ha ning\u00fa a qui poder votar: com a societat, ens trobem al punt que denunciava Tocqueville. Ens conformem amb el trist espectacle de la corrupci\u00f3 generalitzada, el circ de la <em>postpol\u00edtica rend\u00edstica<\/em>, amb una bossa de crispetes sobre els genolls, i ja tothom espera l&#8217;esclat mil\u00b7lenarista, la catarsi sagnant a l&#8217;americana o el toc tribal dels nous huns, que s\u00f3n molt a prop.<\/p>\n<p>La burocr\u00e0cia que havia de sustentar la nostra democr\u00e0cia es refugia al <strong>cinisme.<\/strong> La cultura ha mutat en mer entreteniment <em>emoconsolador<\/em>; les acad\u00e8mies se sumen al carnestoltes d&#8217;idiocr\u00e0cia; les pol\u00edtiques educatives continuen descendint alegrement al fangar neothatcherista. I que campi qui pugui. Els vectors col\u00b7lectius semblen desmantellats (encara que segurament ens donin una grata sorpresa en un futur proper). Tot i aix\u00f2, per a una minoria que intenta aclarir-se la pregunta del mili\u00f3 segueix vigent: Qui mana aqu\u00ed? Qui ha de determinar que s&#8217;ensenyi alguna cosa, qu\u00e8 cal ensenyar i per qu\u00e8? Quin \u00e9s el sentit d\u2019un sistema educatiu p\u00fablic? Per qu\u00e8 els que van llan\u00e7ar la pedra amaguen ara la m\u00e0? La resposta nom\u00e9s pot sortir dels milers de docents que no saben com trencar el cercle d&#8217;estupor de cada dia. La sobirania de l&#8217;aula p\u00fablica, davant de tots els boicots irracionals de l&#8217;administraci\u00f3 irresponsable, ha de pert\u00e0nyer al docent de la p\u00fablica. No hi ha cap altre cam\u00ed. La disciplina burocr\u00e0tica subversiva i anticiutadana ja ha demostrat una vegada i una altra el seu frac\u00e0s i la seva impot\u00e8ncia profundament desmoralitzadores. La reforma competencial era una onada tardana de disciplinament burocr\u00e0tic, profundament desmobilitzador. El seu sentit \u00faltim era la creaci\u00f3 d&#8217;una classe majorit\u00e0ria <em>lumpenitzada<\/em>, desposse\u00efda de drets de ciutadania i sense eines conceptuals d&#8217;an\u00e0lisi. La darrera innovaci\u00f3 consisteix a ensenyar a trav\u00e9s de <strong>pictogrames<\/strong>, com si un invent del segle XII dissenyat per alienar els serfs fos innovador!<\/p>\n<p>No hi ha dubte que la reforma competencial ha ven\u00e7ut per\u00f2 no ha conven\u00e7ut. El que no acabem de saber del tot \u00e9s qui va desencadenar la immensa onada de viol\u00e8ncia simb\u00f2lica contra docents i alumnat. El seu paper desmobilitzador i <em>ansi\u00f2gen<\/em> ja ha estat revelat, ja no conven\u00e7 m\u00e9s que a la minoria fan\u00e0tica dels seus propagandistes a sou. Ha arribat l&#8217;hora del canvi i aquest canvi passa per la instauraci\u00f3 directa d&#8217;una sobirania de tipus acad\u00e8mic que substitueixi la legalitat liquada d\u2019una pol\u00edtica desreguladora i desconstructiva, que era la cara amable de la ra\u00f3 economicista.
