Cada escola i institut ha d\u2019equilibrar m\u00faltiples factors per decidir el personal que necessita, les especialitats requerides i el grau d\u2019estabilitat dels equips. Aquest mecanisme, aparentment t\u00e8cnic, t\u00e9 efectes directes sobre l\u2019equitat, la cohesi\u00f3 dels equips i la qualitat dels aprenentatges.<\/p>\n<p>&nbsp;<\/p>\n<h4><strong>El llegat del Decret 39\/2014<\/strong><\/h4>\n<p>Amb el Decret 39\/2014, el Departament d\u2019Educaci\u00f3 va defensar la necessitat d\u2019atorgar m\u00e9s autonomia als centres per configurar els seus equips. L\u2019objectiu era consolidar projectes de centre estables i coherents. Tanmateix, el decret va generar una fractura profunda dins la comunitat educativa i un conflicte encara no resolt.<\/p>\n<p>Els sindicats i molts docents van denunciar que el nou sistema obria la porta a criteris subjectius en la selecci\u00f3 de personal, amb el risc d\u2019afeblir la igualtat d\u2019oportunitats i vulnerar drets laborals. Per contra, una part de les direccions defensava que la flexibilitat era imprescindible per adaptar-se als reptes de cada centre. El resultat va ser un equilibri inestable entre autonomia i control, entre confian\u00e7a i arbitrarietat. Aquesta manca de consens ha dificultat avan\u00e7ar cap a un model m\u00e9s modern, just i eficient.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Un nou model per a una nova realitat<\/strong><\/p>\n<p>Una d\u00e8cada despr\u00e9s, el context educatiu \u00e9s molt diferent. Les escoles i instituts afronten una diversitat creixent \u2014cultural, ling\u00fc\u00edstica i socioecon\u00f2mica\u2014 i una complexitat pedag\u00f2gica que exigeix plantilles flexibles per\u00f2 tamb\u00e9 estables. El model actual no respon adequadament a aquesta realitat: els criteris de dotaci\u00f3 sovint no reflecteixen la complexitat real dels centres, i els processos de provisi\u00f3 continuen generant sensaci\u00f3 d\u2019opacitat i desconfian\u00e7a.<\/p>\n<p>Cal, doncs, una reforma profunda que garanteixi una assignaci\u00f3 objectiva i transparent dels recursos humans, reforci l\u2019equitat educativa atenent la diversitat de contextos, preservi els drets laborals i faci compatible el lideratge de les direccions amb un sistema garantista. El repte \u00e9s trobar l\u2019equilibri entre autonomia i igualtat d\u2019oportunitats.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>C\u00e0lcul, provisi\u00f3 i transpar\u00e8ncia<\/strong><\/p>\n<p>Un element clau \u00e9s diferenciar el model de <strong>c\u00e0lcul de la plantilla<\/strong> \u2014estructural i addicional\u2014 del model de <strong>provisi\u00f3 de llocs de treball<\/strong>. Analitzar-los per separat permet abordar amb ritmes i instruments diferents les q\u00fcestions de recursos i de selecci\u00f3, evitant bloquejos i promovent una gesti\u00f3 m\u00e9s intel\u00b7ligent.<\/p>\n<p>L\u2019actualitzaci\u00f3 del sistema de c\u00e0lcul \u00e9s priorit\u00e0ria. Cal basar-lo en <strong>indicadors objectius i p\u00fablics<\/strong>, com ara l\u2019\u00edndex de complexitat del centre, el percentatge d\u2019alumnat amb necessitats espec\u00edfiques, les r\u00e0tios \u00f2ptimes per etapa, la situaci\u00f3 socioecon\u00f2mica de l\u2019entorn o la dificultat de gesti\u00f3. Aquests par\u00e0metres han de determinar tant la dotaci\u00f3 de personal docent com la del personal de suport.<\/p>\n<p>La utilitzaci\u00f3 de dades fiables i actualitzades \u00e9s essencial per orientar les decisions i corregir desigualtats hist\u00f2riques entre centres. Els algoritmes no han de substituir el criteri pedag\u00f2gic, per\u00f2 poden aportar coher\u00e8ncia, transpar\u00e8ncia i legitimitat a la presa de decisions.<\/p>\n<p>Pel que fa a la <strong>provisi\u00f3 de llocs de treball<\/strong>, \u00e9s l\u00f2gic que els centres puguin escollir perfils que s\u2019ajustin als seus projectes, per\u00f2 cal eliminar qualsevol marge d\u2019arbitrarietat. Un nou model hauria d\u2019establir processos de definici\u00f3 i provisi\u00f3 amb participaci\u00f3 del municipi, la inspecci\u00f3 i la representaci\u00f3 sindical, basats en criteris clars, p\u00fablics i verificables. D\u2019aquesta manera, l\u2019autonomia i les garanties deixarien de ser conceptes oposats.<\/p>\n<p>La <strong>transpar\u00e8ncia i el retiment de comptes<\/strong> s\u00f3n imprescindibles. En un sistema educatiu tensionat, la publicaci\u00f3 peri\u00f2dica d\u2019indicadors, informes i dades de funcionament pot esdevenir l\u2019eina m\u00e9s efica\u00e7 per refor\u00e7ar la confian\u00e7a de la comunitat educativa.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Di\u00e0leg, participaci\u00f3 i legitimitat<\/strong><\/p>\n<p>Cap reforma educativa no pot prosperar sense legitimitat social. Per aix\u00f2, la redefinici\u00f3 del model de plantilles hauria d\u2019incloure la creaci\u00f3 d\u2019una <strong>taula estable de negociaci\u00f3<\/strong>, amb participaci\u00f3 de sindicats, inspecci\u00f3, direccions i experts. Aquest espai, si \u00e9s realment operatiu i no merament formal, pot convertir-se en una eina de <strong>governan\u00e7a compartida<\/strong>, capa\u00e7 de generar consensos i garantir la sostenibilitat de les pol\u00edtiques p\u00fabliques.<\/p>\n<p>En un moment en qu\u00e8 moltes reformes s\u2019imposen des de dalt, recuperar la cultura del <strong>pacte<\/strong> \u00e9s un signe de maduresa institucional. El di\u00e0leg \u00e9s la millor garantia que les transformacions siguin estables i acceptades per tots els actors del sistema.<\/p>\n<p>A m\u00e9s, la reforma hauria de preveure <strong>avaluaci\u00f3 cont\u00ednua<\/strong>, aplicaci\u00f3 progressiva mitjan\u00e7ant pilotatges i revisi\u00f3 peri\u00f2dica dels resultats. Aquest enfocament, propi d\u2019una cultura de la qualitat, permetria corregir disfuncions i adaptar els criteris a les realitats canviants sense trencar l\u2019equilibri del sistema.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Cap a una nova cultura institucional<\/strong><\/p>\n<p>L\u2019\u00e8xit del canvi no dependr\u00e0 nom\u00e9s del contingut normatiu, sin\u00f3 de la <strong>cultura institucional<\/strong> que l\u2019acompanyi. La reforma del model de plantilles pot ser una oportunitat per <strong>reconstruir ponts entre l\u2019Administraci\u00f3 i la comunitat educativa<\/strong>, recuperar la confian\u00e7a m\u00fatua i situar la gesti\u00f3 del professorat al centre del debat sobre la qualitat del sistema.<\/p>\n<p>No es tracta \u00fanicament de repartir docents, sin\u00f3 de <strong>distribuir oportunitats, reconeixement i recursos<\/strong> amb criteris de just\u00edcia i efici\u00e8ncia.
