Com a bon investigador ens t\u00e9 acostumats al rigor de les dades, informes i estudis de fonts acad\u00e8miques significatives i revistes de recerca.<\/p>\n<p>Ismael Sanz \u00e9s doctor en Economia Aplicada per la UCM i Premi Extraordinari de Tesi Doctoral 2007 per la seva Facultat de Ci\u00e8ncies Econ\u00f2miques i Empresarials. Actualment \u00e9s Professor Titular del Departament d&#8217;Economia Aplicada I de la Universitat Rey Juan Carlos. Visiting Senior Fellow de la London School of Economics (LSE) i membre del Women in Social and Public Policy Research Hub (WISPPRH) de la LSE.<\/p>\n<p>Va ser Director General d&#8217;Innovaci\u00f3, Beques i Ajuts de la Conselleria d&#8217;Educaci\u00f3 de la Comunidad de Madrid (2015-2019). Director de l&#8217;Institut Nacional d&#8217;Avaluaci\u00f3 Educativa (INEE) del Ministerio de Educaci\u00f3n, Cultura y Deporte (2012-2015). Chair de l&#8217;Strategic Development Group de PISA de l&#8217;OCDE (2014-2015). Ha realitzat cursos d&#8217;ampliaci\u00f3 d&#8217;estudis i estades de recerca a la Universitat de Calif\u00f2rnia Santa B\u00e0rbara, Vict\u00f2ria University of Wellington (Nova Zelanda), Departament del Tresor de Nova Zelanda, University of Otago (Dunedin, Nova Zelanda), National University Australian, Kennedy School of Government (Harvard) o Universitat de Nottingham.<\/p>\n<p>\u00c9s autor d&#8217;articles en revistes de recerca estrangeres com <em>Economic Journal<\/em>, <em>Oxford Bulletin of Economics and Statistics<\/em>, <em>Scandinavien Journal of Economics<\/em>, <em>Canadian Journal of Economics<\/em>, <em>European Journal of Political Econom<\/em>y, <strong>Public Choice<\/strong> o <em>IZA Journal of Labour Studies<\/em>.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Veiem una constant activitat d&#8217;estudis i dades al seu compte de X. L&#8217;altre dia va publicar aix\u00f2: \u201cLes persones que oculten informaci\u00f3 acaben tenint idees menys creatives\u201d. Fins a quin punt \u00e9s important compartir informaci\u00f3?<\/strong><\/p>\n<p>A les xarxes podem trobar opinions sobre educaci\u00f3 molt interessants, per\u00f2 no sempre estan basades en dades i an\u00e0lisis emp\u00edriques. En general, el que intento fer a X \u00e9s presentar les conclusions d&#8217;estudis emp\u00edrics sobre, per exemple, com millorar l&#8217;aprenentatge dels nostres alumnes, com arribar a millors nivells educatius\u00a0 o com millorar el benestar dels docents i alumnes.<\/p>\n<p><strong>Com m\u00e9s desinformaci\u00f3 o falsa informaci\u00f3 es cola, m\u00e9s dif\u00edcil es fa discriminar la informaci\u00f3 vera\u00e7 o disposem de m\u00e8todes de cribratge?<\/strong><\/p>\n<p>Molts dels articles que comparteixo s\u00f3n causals, en el sentit que responen a una mesura educativa que ha funcionat i ha tingut un efecte determinat. Aquests articles han estat publicats a revistes de recerca molt exigents, la majoria nom\u00e9s accepta el 5% dels articles que s&#8217;envien (un de cada vint), amb un proc\u00e9s d&#8217;avaluaci\u00f3 molt rigor\u00f3s que assegura que hi ha un efecte causal; \u00e9s a dir, que hi ha una variable que n&#8217;afecta una altra. Aix\u00f2 \u00e9s un indicador de qualitat.<\/p>\n<blockquote><p>&#8220;Hi ha un article publicat a <em>American Economic Journal<\/em> que mostra que quan un estudiant de Prim\u00e0ria negre, als EUA t\u00e9 tamb\u00e9 un professor o professora de la seva mateixa ra\u00e7a obt\u00e9 resultats millors, no nom\u00e9s durant aquest any acad\u00e8mic, sin\u00f3 tamb\u00e9 en els seg\u00fcents&#8221;<\/p><\/blockquote>\n<p><strong>Quin estudi educatiu li ha semblat m\u00e9s interessant en els darrers temps?<\/strong><\/p>\n<p>Encara que no \u00e9s un dels m\u00e9s d&#8217;\u00e8xit a X, hi ha un article publicat a <em>American Economic Journal<\/em> que mostra que quan un estudiant de Prim\u00e0ria negre, als EUA t\u00e9 tamb\u00e9 un professor o professora de la seva mateixa ra\u00e7a obt\u00e9 resultats millors, no nom\u00e9s durant aquest any acad\u00e8mic, sin\u00f3 tamb\u00e9 en els seg\u00fcents. En concret, presenten sis punts percentuals per sobre a l&#8217;hora de finalitzar el batxillerat (12 graus als EUA) per accedir a estudis superiors. Segurament tenir un professor de la teva ra\u00e7a o col\u00b7lectiu t&#8217;estimula, et motiva, t&#8217;est\u00e0 dient que tu tamb\u00e9 ho pots fer. Aix\u00f2 porta a la conclusi\u00f3 que \u00e9s bo comptar amb docents de tots els col\u00b7lectius, comptar amb la diversitat m\u00e9s gran assolible.<\/p>\n<p><strong>A Catalunya no es publica informaci\u00f3 rellevant sobre els centres. Per exemple, els r\u00e0nquings de Selectivitat. Al seu parer, \u00bfs&#8217;incorre en un error en no fer-ho?<\/strong><\/p>\n<p>Em sembla una mesura positiva. Els centres educatius situats en zones desafavorides poden sortir perjudicats en cas de publicar els resultats de l&#8217;EVAU perqu\u00e8, en general, no seran bons resultats i pot animar a aquells estudiants amb bona nota a canviar de centre. Amb aix\u00f2 cal anar amb compte. S&#8217;haurien de publicar els resultats com a valor afegit; de manera que es podrien donar les dades en relaci\u00f3 amb all\u00f2 que per l&#8217;univers socioecon\u00f2mic dels seus alumnes cal esperar. Una altra manera \u00e9s oferir la variaci\u00f3 dels resultats, no nom\u00e9s pel nivell; de manera que si un centre educatiu va millorant de mica en mica \u00e9s bo que es vagi mostrant la variaci\u00f3.<\/p>\n<p><strong>Quina relaci\u00f3 hi ha entre educaci\u00f3 i economia?<\/strong><\/p>\n<p>En investigaci\u00f3 econ\u00f2mica, quan es mesurava la relaci\u00f3 entre el capital hum\u00e0 i el creixement econ\u00f2mic i la productivitat es feia pels anys d&#8217;escolaritzaci\u00f3. Per\u00f2 cal tenir en compte que els anys d&#8217;escolaritzaci\u00f3 no s\u00f3n el mateix en un pa\u00eds que en un altre, depenent de la qualitat acad\u00e8mica de cadasc\u00fa. Des que va sortir PISA el 2000 i tamb\u00e9 PIRLS i TIMSS, en sabem m\u00e9s sobre la qualitat de l&#8217;aprenentatge, quant aprenen els nostres alumnes. Aix\u00ed, disposem de dues fonts d&#8217;informaci\u00f3: els anys d&#8217;escolaritzaci\u00f3 i la qualitat de l&#8217;aprenentatge. El que veiem \u00e9s que hi influeix m\u00e9s la qualitat. El que millora el creixement de la productivitat \u00e9s que aprenguis.<\/p>\n<blockquote><p>&#8220;La literatura m\u00e9s recent comen\u00e7a a trobar que si la despesa p\u00fablica \u00e9s eficient i est\u00e0 ben dirigida es poden millorar els resultats educatius. Un exemple \u00e9s la r\u00e0tio d&#8217;alumnes per aula&#8221;<\/p><\/blockquote>\n<p><strong>I quina relaci\u00f3 hi ha entre inversi\u00f3 educativa i resultats acad\u00e8mics?<\/strong><\/p>\n<p>Fins ara, la literatura deia que no hi ha una relaci\u00f3 gaire clara. La principal conclusi\u00f3 era que la despesa p\u00fablica accepta fins a un cert llindar a partir del qual inversions addicionals no sempre condueixen a millors resultats. Tot i aix\u00f2, la literatura m\u00e9s recent comen\u00e7a a trobar que si la despesa p\u00fablica \u00e9s eficient i est\u00e0 ben dirigida es poden millorar els resultats educatius. Un exemple \u00e9s la r\u00e0tio d&#8217;alumnes per aula. La seva reducci\u00f3 \u00e9s molt costosa, t\u00e9 una despesa molt elevada, de manera que no es pot aplicar a tots els centres perqu\u00e8 significaria retallar d&#8217;altres partides pressupost\u00e0ries. Per\u00f2 s&#8217;ha vist que a Prim\u00e0ria i a centres d&#8217;univers educatiu mitj\u00e0-baix, els de dif\u00edcil exercici o aquells amb molts estudiants disruptius tenen un efecte molt important. En aquests casos s\u00ed que pot ser clau reduir la r\u00e0tio d&#8217;alumnes per classe.<\/p>\n<p><strong>Com veu la baixada del nivell acad\u00e8mic reflectit als informes internacionals com PISA, TIMSS o PIRLS?<\/strong><\/p>\n<p>En general, el que mostren aquests informes s\u00f3n la baixada de les compet\u00e8ncies en els alumnes de quinze anys (PISA) i de nou i deu (TIMSS i PIRLS) en relaci\u00f3 amb vint-i-cinc anys enrere. Est\u00e0 b\u00e9 disposar d&#8217;aquestes dades perqu\u00e8 si no estar\u00edem pensant que l&#8217;educaci\u00f3 \u00e9s fenomenal, aix\u00f2 ens permet veure que no totes les innovacions s\u00f3n bones; algunes s\u00ed i altres, no, per aix\u00f2 \u00e9s important mesurar-ho.<\/p>\n<blockquote><p>&#8220;La possibilitat de tenir un mentor tamb\u00e9 sembla efectiva: un estudiant amb bona preparaci\u00f3 i que pugui servir de rol a l&#8217;estudiant amb dificultats&#8221;<\/p><\/blockquote>\n<p>Ara el 2025 sembla que s&#8217;han redu\u00eft les compet\u00e8ncies en matem\u00e0tiques, lectura i ci\u00e8ncies respecte a l&#8217;any 2000 quan va sortir PISA, potser s&#8217;ha millorat en un altre tipus de compet\u00e8ncies a costa de reduir les mat\u00e8ries tradicionals. Per\u00f2 la baixada no ha estat nom\u00e9s a Espanya, sin\u00f3 en general: els estudiants saben una mica menys (tampoc cal ser alarmistes) del que podien saber el 2000. Tamb\u00e9 \u00e9s cert que ara accedeix a l&#8217;ensenyament secundari obligatori m\u00e9s poblaci\u00f3 que abans i aquest fet podria influir en la disminuci\u00f3 de la compet\u00e8ncia mitjana. En el cas d&#8217;Espanya, abans hi havia estudiants que no arribaven a 4t de l&#8217;ESO i ara s\u00ed. Pot ser una hip\u00f2tesi.<\/p>\n<p><strong>Quines mesures mostren les evid\u00e8ncies cient\u00edfiques com a m\u00e9s efectives?<\/strong><\/p>\n<p>La literatura d&#8217;economia de l&#8217;educaci\u00f3 el que mostra \u00e9s que, a m\u00e9s de reduir les r\u00e0tios en els entorns m\u00e9s desafavorits una de les mesures que d\u00f3na bons resultats s\u00f3n les tutories en grups petits refor\u00e7ant les Matem\u00e0tiques i Llengua amb un ensenyament m\u00e9s adaptat al ritme, progr\u00e9s i compet\u00e8ncies pr\u00e8vies dels m\u00e9s endarrerits. La possibilitat de tenir un mentor tamb\u00e9 sembla efectiva: un estudiant amb bona preparaci\u00f3 i que pugui servir de rol a l&#8217;estudiant amb dificultats. Com que \u00e9s de la seva pr\u00f2pia generaci\u00f3, de la seva mateixa edat, empatitzaran amb m\u00e9s facilitat.
