Es tracta nom\u00e9s d&#8217;una petita mostra d&#8217;una corrupci\u00f3 sist\u00e8mica dels indicadors de qualitat acad\u00e8mica i cient\u00edfica.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Fernando Broncano \/\u00a0<a href=\"https:\/\/www.agenciasinc.es\/\" target=\"_blank\" rel=\"noopener\">SINC<\/a><\/p>\n<p>L&#8217;economista alemany <strong>Horst Siebert<\/strong> va anomenar <strong>\u2018efecte cobra\u2019 als efectes indesitjats dels incentius<\/strong>, recordant la mesura del govern colonial brit\u00e0nic de l&#8217;\u00cdndia quan va prendre la decisi\u00f3 de pagar als ciutadans pel lliurament de cada serp cobra morta a Delhi, generant una <strong>ind\u00fastria de cria de serps verinoses<\/strong>.<\/p>\n<p>Aix\u00ed, la coneguda s\u00e8rie policial \u2018The\u00a0Wire\u2019\u00a0al\u00b7ludeix a les <strong>t\u00e8cniques de manipulaci\u00f3 de taxes d&#8217;\u00e8xits<\/strong> per la policia de Baltimore i altres milers d&#8217;exemples que es troben f\u00e0cilment en tots els \u00e0mbits de les institucions econ\u00f2miques i pol\u00edtiques. Desgraciadament, s\u00f3n pr\u00e0ctiques habituals en les ger\u00e8ncies de b\u00e9ns p\u00fablics com a <strong>salut i educaci\u00f3<\/strong>.<\/p>\n<p>\u00c9s una errrada sist\u00e8mica de la societat m\u00e8trica que domina el m\u00f3n contemporani basat en l&#8217;\u00fas massiu d&#8217;indicadors quantitatius. Els r\u00e0nquings van n\u00e9ixer com a dispositius estad\u00edstics per a la informaci\u00f3 sobre els sistemes complexos en un m\u00f3n molt gran i globalitzat, per\u00f2 aviat van generar el que cau sota l&#8217;anomenada \u2018<strong>Llei de Goodhart<\/strong>\u2019 (per l&#8217;economista Charles Goodhart): \u201cQuan una mesura es converteix en una fi de gesti\u00f3 deixa de ser una bona mesura\u201d.<\/p>\n<p>D&#8217;aquesta manera arribem a la <strong>perversi\u00f3 del sistema de classificacions d&#8217;institucions universit\u00e0ries<\/strong> en un m\u00f3n de campus internacionalitzats i globalitzats, en els quals l&#8217;atracci\u00f3 d&#8217;alumnes forma part d&#8217;una bombolla econ\u00f2mica creixent.<\/p>\n<blockquote><p>&#8220;Quan una mesura es converteix en una fi de gesti\u00f3 deixa de ser una bona mesura&#8221; \u00a0(\u2018Llei de Goodhart\u2019)<\/p><\/blockquote>\n<p>La premsa espanyola ha reflectit aquests dies diversos exercicis del \u2018efecte cobra\u2019, com el d&#8217;adscriure a investigadors amb un alt factor d&#8217;impacte a universitats de segona fila per a aix\u00ed pujar alguns graons en el r\u00e0nquing mundial. Es tracta nom\u00e9s d&#8217;una petita mostra d&#8217;una corrupci\u00f3 sist\u00e8mica dels indicadors de qualitat acad\u00e8mica i cient\u00edfica.<br \/>\nConv\u00e9 recordar, encara que sigui r\u00e0pidament, la hist\u00f2ria de com un indicador, el <strong>factor d&#8217;impacte<\/strong>, va crear un entorn adaptatiu d&#8217;universitats, centres de recerca, revistes cient\u00edfiques i curr\u00edculums personals.<\/p>\n<p>&nbsp;<\/p>\n<h3>Cites de parells per a obtenir reconeixement<\/h3>\n<p>En les albors de l&#8217;actual sistema de producci\u00f3 cient\u00edfica, <strong>a la fi de la II Guerra Mundial<\/strong>, els soci\u00f2legs i historiadors de la ci\u00e8ncia van elaborar el concepte de \u2018col\u00b7legi invisible\u2019 per a captar el sistema d&#8217;autoritats d&#8217;una especialitat o disciplina i van desenvolupar la hip\u00f2tesi que les <strong>cites entre cient\u00edfics<\/strong> permetrien analitzar el grau de reconeixement i els lla\u00e7os no visibles en una comunitat de recerca. L&#8217;abast de la idea era limitat i relatiu a disciplines i temes de recerca.<\/p>\n<p>Paral\u00b7lelament,<strong>\u00a0Eugene\u00a0Garfield<\/strong>, un qu\u00edmic obsessionat per la informaci\u00f3, va desenvolupar, en la d\u00e8cada dels 50, el conegut indicador de \u2018<strong>factor d&#8217;impacte<\/strong>\u2019 d&#8217;una publicaci\u00f3 que troba la mitjana de cites dels articles publicats en els dos \u00faltims anys d&#8217;una revista. Va fundar l&#8217;Institut per a la Informaci\u00f3 Cient\u00edfica (ISI)\u00a0que va comen\u00e7ar a publicar el<em>\u00a0Journal\u00a0Citations\u00a0Report<\/em>\u00a0(JCR), amb l&#8217;objectiu que les biblioteques tinguessin informaci\u00f3 sobre quines revistes subscriure en cada camp cient\u00edfic.<\/p>\n<p>L&#8217;ISI va entrar en fallida i va passar per un parell d&#8217;institucions fins que va ser comprat per la societat de capital de risc Barin Private Equity \u00c0sia, que va crear l&#8217;empresa de serveis Clarivate Analytics, la qual compte amb el banc de dades m\u00e9s gran de producci\u00f3 cient\u00edfica i, al seu torn, va crear la Web of Science, en la qual el factor d&#8217;impacte \u00e9s el gran indicador.<\/p>\n<p>El tercer pas en la producci\u00f3 d&#8217;aquest enorme \u2018efecte cobra\u2019 va ser la liberalitzaci\u00f3 de l&#8217;educaci\u00f3 superior en els acords de la General\u00a0Agreement\u00a0on\u00a0Trade\u00a0in\u00a0Services\u00a0(dins de l&#8217;Organitzaci\u00f3 Mundial de Comer\u00e7). Aquests implicaven una regulaci\u00f3 mundial per a homogene\u00eftzar <strong>els sistemes universitaris, que van passar de ser formaci\u00f3 o educaci\u00f3 a serveis educatius<\/strong>.<\/p>\n<blockquote><p>Una creixent suma de declaracions d&#8217;institucions cient\u00edfiques han advocat per l&#8217;abandonament del factor d&#8217;impacte com a mesurador del rendiment personal<\/p><\/blockquote>\n<p>A Europa, el <strong>sistema Bolonya<\/strong>\u00a0d&#8217;homogene\u00eftzaci\u00f3 va ser una de les etapes d&#8217;aquesta liberalitzaci\u00f3. L&#8217;efecte va ser <strong>crear un mercat mundial de serveis educatius<\/strong> que exigia un sistema d&#8217;informaci\u00f3 tamb\u00e9 mundial. I aix\u00ed van n\u00e9ixer, primer, el r\u00e0nquing Xangai i, despr\u00e9s, el Times Higher Education i altres lligats a diversos grups de comunicaci\u00f3. Aquests ordenaments fan servir diversos<strong> indicadors<\/strong>, per\u00f2 el factor d&#8217;impacte de les publicacions continua sent central.<\/p>\n<p>La converg\u00e8ncia de les tres idees va convertir a les classificacions en sistemes d&#8217;avaluaci\u00f3 que han generat un \u2018efecte cobra\u2019 sist\u00e8mic en la gesti\u00f3 de la ci\u00e8ncia i de l&#8217;educaci\u00f3 superior.<\/p>\n<p>&nbsp;<\/p>\n<h3>La publicaci\u00f3 per la publicaci\u00f3<\/h3>\n<p>Tot aquest proc\u00e9s neix de distorsions que, per m\u00e9s que s&#8217;han estat criticades pels especialistes en indicadors, no hi ha hagut manera de controlar. Una suma creixent de declaracions d&#8217;institucions cient\u00edfiques han advocat per l&#8217;abandonament del factor d&#8217;impacte com a mesurador del rendiment personal i com a mesura de qualitat cient\u00edfica. Encara que s&#8217;ha substitu\u00eft progressivament per indicadors relativitzats, com \u00e9s el de quartils, la base causal continua sent la base de l&#8217;avaluaci\u00f3.<\/p>\n<blockquote><p>Entre els efectes m\u00e9s nefastos, est\u00e0 el que les ger\u00e8ncies de les universitats s&#8217;hagin convertit en empreses de serveis de t\u00edtols el valor de mercat referit al del lloc en el \u2018r\u00e0nquing\u2019<\/p><\/blockquote>\n<p>Molt m\u00e9s greu ha estat la perversi\u00f3 que ha generat el sistema mundial de recerca: d&#8217;una banda, ha produ\u00eft la cultura de la publicaci\u00f3 per la publicaci\u00f3. En segon lloc, ha produ\u00eft la concentraci\u00f3 i l&#8217;oligopoli de les publicacions en unes quantes empreses que acullen al seu torn pr\u00e0ctiques internes de les revistes per a pujar en els graons. En tercer i m\u00e9s nefast lloc est\u00e0 la perversi\u00f3 de les ger\u00e8ncies de les universitats convertides en empreses de serveis de t\u00edtols el valor de mercat dels quals \u00e9s el del lloc en el\u00a0r\u00e0nquing.<\/p>\n<p>Que aquest immens \u2018efecte cobra\u2019 es bas\u00e9s en hip\u00f2tesis controvertides i discutibles no ha impedit la creaci\u00f3 de la\u00a0bombolla educativa superior\u00a0com una de les estructures b\u00e0siques de la globalitzaci\u00f3 econ\u00f2mica actual i de les noves\u00a0geoestrategias\u00a0de compet\u00e8ncia mundial.<\/p>\n<hr \/>\n<p><strong>Fernando\u00a0Broncano<\/strong>, catedr\u00e0tic de L\u00f2gica i Filosofia de la Ci\u00e8ncia en la Universidad Carlos III de Madrid, ha escrit sobre teoria de la racionalitat, epistemologia pol\u00edtica i teoria de la cultura contempor\u00e0nia.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Enguany hem conegut casos d&#8217;adscripci\u00f3 d&#8217;investigadors amb un alt factor d&#8217;impacte a universitats de segona fila, que busquen pujar alguns graons en la classificaci\u00f3 mundial.
